Earl is currently the Associate Director for the District's Department of Transportation's Urban Forestry Division as well as the State Forester for Washington, DC, where he has served for nearly 15 years. He is a certified arborist, with specializations in municipal and utility forestry, and holds qualifications in tree risk assessment. He has earned degrees from St Mary's College of Maryland and Johns Hopkins University. Within the Urban Forestry Division, Earl helps direct a team of 25 dedicated arborists, 3 landscape architects, several staff assistants and a capable field crew, all of whom provide unparalleled care for the city's trees. Earl has worked with this team to improve the city’s overall tree canopy through innovation, vigilance, and, increasingly, partnership.
